The challenge

The Participation teams in the House of Commons were operating under sustained pressure and uncertainty. Managers needed to influence senior stakeholders without formal authority while navigating strong hierarchy, and teams felt reactive rather than in control.

The approach

We partnered with the Participation Directorate, starting with focused immersion to understand day-to-day leadership pressures. We then designed a tailored programme combining leadership training and coaching, focused on influencing upwards, handling difficult conversations, and communicating clearly under pressure.

The outcomes

The work introduced shared language and practical frameworks managers could use immediately. Leaders reported greater confidence challenging senior stakeholders, clearer ownership, and more effective communication, strengthening trust and momentum during a period of significant change.

The work helped stabilise leadership behaviour during a period of intense scrutiny and change.
